Maybe it will help them realise adding bike lanes lowers healthcare costs and prevents losses in tax revenue. Better to do the right thing for the wrong reasons than not do the right thing at all i guess.
It’s extremely unlikely that there is any motive for this other than shit-stirring, or that their “review” will come to any conclusion that they don’t like. There is no reason to think that good faith factors into any of their actions.
