OP, they look through telescopes and figure out how far away the stars are. They record it in a little diagram on a computer and eventually they get a good idea of what it looks like from the outside.

Wait we can know what it looks like though. They can plot the distance and position of the stars and then they will have a model of its shape as a point cloud.

I think your slavery analogy holds. I don’t think the Federation believes Data can be a slave because they don’t believe he is sentient. But they do pick and choose how to apply their legal code to Data.

Data broke himself out of the government lab because he hadn’t consented to be experimented upon and he believed his detention was unlawful.

The Federation arrested him because he is their legal property and by him leaving he stole highly sensitive government technology.
