Ppl do it with UV LEDs and they claim it works. I never tested it, i’m dried-a-cactus kind of guy.
First thing that comes to mind is ye olde cheap opamp and a potentiometer. This aritcle claims hysteresis can be done with a resistor. Opamp output is not meant for relay, but it can control a transistor which in turn can control your relay just fine.
Edit: i’ve just re-read your post, there’s no need for relays if you have low voltage, just get a transistor rated for more than 5V and make sure it wom’t overheat.
Cloud and “serverless” solutions
for chat there’s IRC or bit more modern XMPP.
It’s more likely to be a sb like me who just gathers stuff like that for future use in (maybe) questionable way.
I use TinyBit launcher, i think it can do it but i never needed to because junk app quickly go so far in list you just don’t see them.

Try to shine strong flaslight trough it, if you’ll see traces of wire it’s a RFID/NFC sticker. Those are used for identification.

I have some questions: What read/write speeds? Is it even writeable in a reasonable way? (CD/DVD burners blast your disk with a laser and “cook” darker patches that are your data) How long does it live on this disk?
Temperatures would be okay in the twilight zone, not sure about water, but winds would blow you out of your shoes.

Same! I would also cram a small server and ton of tools into it so i would have a portable hackerspace.
You would be pumping your server heat into mass of water and just swapping it from time to time with cold water from lake/sea/river/whatever.
